Lotteries and COVID-19: From tactical to strategic continuity

As the COVID-19 outbreak continues to have a dramatic impact worldwide, organisations across all sectors face countless questions on the implications of this outbreak on the continuity of their operations and how these should be addressed. In order to support Members in this unprecedented situation, EL has produced an overview of operational continuity elements that could be – and many of them already are – implemented by individual lotteries to enhance their capability of an effective response.

Upon the request of the EL Executive Committee and building on the experiences of EL members, the EL Operational Risk and Assurance (ORA) Working Group has produced an overview of elements that could be – and many of them already are – implemented by individual lotteries to ensure their operational continuity in these challenging times. The overview spans over six different categories ranging from basic elements to those related to employees, infrastructure, IT/cyber, business/operational and communication. Each of these play a particular role in enhancing the capability of an effective overall response of individual lotteries in case of a contingency scenario.

In their immediate response to the outbreak, the vast majority of EL Members have already taken a series of actions with the top priority being the protection of players, their own employees, retail network staff and providers staff. The most common ones are alternative ways of working (remotely), travel restrictions, enhanced workplace and personal hygiene, as well as continued regular communication – foremost internally – but also with the players and all the other stakeholders.

The way ahead is a precarious one, driven by epidemiological uncertainty and the yet unknown final effects on both the supply of and demand for lottery products. While settling into their new routines, lotteries should thus already start laying the groundwork for identifying long-term strategic implications of this crisis in case it is prolonged and prepare the most appropriate response in order to safeguard own interests.

On a more positive note, while the current situation is certainly a challenging one, it could also be embraced as an opportunity for the lotteries to further enhance their digital transformation, as well as their operational and overall business resilience.

Les loteries et le COVID-19 : De la continuité tactique à la continuité stratégique

Afin de soutenir ses membres dans la situation sans précédent de l’épidémie de COVID-19, EL a généré un aperçu des éléments de continuité opérationnelle qui pourraient être mis en œuvre – et nombre d’entre eux le sont déjà – par les loteries individuelles afin d’améliorer leurs capacités pour répondre efficacement.

L’aperçu couvre six catégories allant des éléments de base à ceux liés aux employés, aux infrastructures, aux technologies de l’information/cybertechnologies, aux activités/opérations et à la communication. Dans leur réponse immédiate à l’épidémie, la plupart des membres d’EL ont déjà pris une série de mesures avec comme priorité absolue la protection des joueurs, des employés, y compris du réseau de détail. Cependant, comme la voie à suivre est incertaine, tandis qu’elles fixent leurs nouvelles routines, les loteries doivent déjà commencer à poser les bases pour identifier les implications stratégiques à long terme au cas où cette crise se prolongerait et préparer la réponse la plus appropriée pour protéger leurs propres intérêts.

Bien que la situation actuelle soit certainement difficile, elle pourrait également être vue comme une opportunité pour les loteries d’améliorer davantage leur transformation numérique, ainsi que leur résilience opérationnelle et commerciale globale.

Loterías y COVID-19: De la continuidad táctica a la estratégica

Para apoyar a nuestros miembros en la situación sin precedentes provocada por el brote de COVID-19, EL ha creado una descripción general de los elementos de continuidad operativa que las loterías individuales podrían implementar —muchos de ellos ya implementados— para mejorar su capacidad de respuesta de forma eficaz.

La descripción general abarca seis categorías que van desde elementos básicos hasta elementos relacionados con empleados, infraestructuras, TI/cibernética, negocios/operaciones y comunicaciones. En su respuesta inmediata al brote, la mayoría de los miembros de EL ya han adoptado una serie de acciones, poniendo la protección de los jugadores y empleados, incluida la red minorista, como prioridad número uno. Sin embargo, dado que el futuro parece tener un aspecto ciertamente precario, a la vez que se ajustan a sus nuevas rutinas las loterías deberían empezar a poner en marcha las bases para identificar las implicaciones estratégicas a largo plazo en caso de que esta crisis se prolongue y deberían preparar la respuesta más adecuada para salvaguardar sus propios intereses.

Aunque la situación actual es sin duda desafiante, también podría considerarse una oportunidad para que las loterías avancen en su transformación digital y mejoren su fortaleza y resistencia operativa y general.

Lotterien und COVID-19: Von taktischer zu strategischer Kontinuität

Zur Unterstützung der Mitglieder in der beispiellosen Situation des COVID-19-Ausbruchs hat EL eine Übersicht über Elemente der Betriebskontinuität erstellt, die von einzelnen Lotterien umgesetzt werden könnten – und in vielen Fällen bereits umgesetzt wurden –, um wirkungsvoller reagieren zu können.

Die Übersicht erstreckt sich über sechs Kategorien und reicht von grundlegenden Elementen bis hin zu solchen, die sich auf Mitarbeiter, Infrastruktur, IT/Cyber, Geschäft/Betrieb und Kommunikation beziehen. In ihrer unmittelbaren Reaktion auf den Ausbruch haben die meisten EL-Mitglieder bereits eine Reihe von Maßnahmen ergriffen, wobei der Schutz der Spieler und der Mitarbeiter sowie des Einzelhandelsnetzes an erster Stelle steht. Die Zukunft ist jedoch ungewiss. Deshalb sollten Lotterien, die sich gerade in ihre neuen Routinen einleben, schon jetzt die Grundlagen dafür schaffen, langfristige strategische Auswirkungen für den Fall zu ermitteln, dass sich die Krise verlängert, und geeignete Reaktionen vorbereiten, um ihre Interessen zu wahren.

Wenngleich die derzeitige Situation sicherlich eine Herausforderung darstellt, könnte sie auch als Chance für Lotterien betrachtet werden, ihre digitale Transformation sowie ihre operative und allgemeine geschäftliche Widerstandsfähigkeit weiter zu verbessern.
