Introduction to new General Director at the Turkish National Lottery Administration

Earlier this year Bekir Yunus Uçar was appointed General Director of the Turkish National Lottery Administration by the Minister of Treasury and Finance.

Following his studies at the University of Istanbul, Bekir Yunus Uçar started his career in 1992 working as a reporter, photojournalist, writer, program producer and presenter for various national newspapers and radios. He then worked as the Advertising and Organisation Director for the Istanbul Metropolitan Municipality General Directorate of Sports Events and as a Press Consultant for Eyüp Municipality. He started military service in 2001 at the General Staff Psychological Operations Department.

Bekir Yunus Uçar has served in public service for over 20 years, including positions as the Press Consultant to the General Directorate of Youth and Sports under the Deputy Prime Minister at the time, Head of Spor Toto Organisation and in the Office of the Prime Minister’s Consultancy from 2009 to 2017.

Earlier this year, he was appointed Deputy General Director of Operations at ASSISTT Customer Services General Directorate and as Deputy General Director of Sebit Education and Information Technologies General Directorate (both a subsidiary of Türk Telekom).

On 1 March Bekir Yunus Uçar was appointed as General Director of the Turkish National Lottery Administration. His interests include business development, services and product innovation, theology, motor sports and literature. Since 2003 he has been serving as the Founding President of the Turkish Motorcycling Federation. He is also a member of the Culture and Tourism Commission, Turkish Sports Writers Association, Turkish National Paralympic Committee, World Sports Writers Union, Board of Directors for Association of Balkan Motorcycling Federations.

Transfer of Games of Chance License to Turkish Wealth Fund

On 6 January 2019 the Games of Chance License belonging to the Turkish National Lottery Administration was transferred for 49 years to the Turkish Wealth Fund, the largest fund in Turkey. The license organises games of chance with cash prize – classical lottery, instant win cards, lotto, Powerball, keno, super lotto, and other similar games allowed by relevant regulations.

A period of 10 years is envisaged for the transfer of the license to operate games of chance belonging to the Turkish Wealth Fund and 3.5bn TRY revenue of the Turkish National Lottery Administration can increase tenfold. After the license is transferred by the Turkish Wealth Fund to third parties, the Turkish National Lottery Administration will be authorised to monitor and supervise that the conduct of licensed activities is being carried out in accordance with the provisions of the applicable regulations.

Transfert de la licence des Jeux de hasard au Turkish Wealth Fund

La licence organisant des jeux de hasard avec des prix en espèces, appartenant à l’Administration turque de la loterie nationale, a été transférée pour 49 ans au Turkish Wealth Fund (fonds d’investissement turc), le plus grand fonds de Turquie. Une période de 10 ans est prévue pour le transfert de la licence d’exploitation des jeux de hasard appartenant au Turkish Wealth Fund et les recettes de 3,5 milliards TRY de l’Administration turque de la loterie nationale pourraient être décuplées. Une fois que le Turkish Wealth Fund aura transféré la licence aux tiers, la Loterie Nationale sera autorisée à contrôler et à superviser la conformité des activités autorisées avec les dispositions de la réglementation en vigueur.

Transferencia de la licencia de juegos de azar al Fondo de riqueza de Turquía

La licencia para organizar juegos de azar con premios en efectivo perteneciente a la Administración Nacional de Loterías de Turquía ha sido transferida para 49 años al Fondo de riqueza de Turquía, el fondo más grande de Turquía. Se prevé un período de 10 años para la transferencia de la licencia para operar juegos de azar perteneciente al Fondo de riqueza de Turquía y que los ingresos de 3500 millones de liras turcas (TRY) de la Administración Nacional de Loterías de Turquía puedan multiplicarse por 10. Después de que el fondo de riqueza de Turquía transfiera la licencia a terceros, la Lotería Nacional estará autorizada a monitorizar y supervisar que la realización de las actividades con licencia se lleva a cabo de acuerdo con las disposiciones de las normativas vigentes.

Übertragung der Glücksspiellizenz an den Staatsfond der Türkei

Die Lizenz zur Organisation von Glücksspielen mit Geldpreisen der türkischen Lotterieverwaltung wurde für 49 Jahre an den Turkish Wealth Fund, den größten Fonds in der Türkei, übertragen. Für die Übertragung der Lizenz zum Betreiben von Glücksspielen des Turkish Wealth Fund ist ein Zeitraum von 10 Jahren vorgesehen, und die Einnahmen der türkischen Lotteriebehörde in Höhe von 3,5 Mrd. TRY können sich damit verzehnfachen. Nach der Übertragung der Lizenz durch den türkischen Vermögensfonds an Dritte wird die Nationale Lotterie ermächtigt, die Durchführung der lizenzierten Aktivitäten gemäß den Bestimmungen der geltenden Vorschriften zu kontrollieren und zu überwachen.
