Georg Wacker: “EL provides important international standards for state-lotteries which demonstrate to consumers that the games we offer are absolutely trustworthy.”

Georg Wacker is the new Managing Director of Staatliche Toto-Lotto GmbH Baden-Württemberg. After starting his professional life in music and arts as a music teacher and orchestral conductor, he later held the positions of undersecretary in the ministry for culture, youth and sports and spokesman for educational politics for the Christian Democratic Union, both in Baden-Württemberg. In 2017, he obtained an Executive Master in General Management from the SGMI Management Institute St. Gallen in Switzerland.

Georg Wacker, Managing Director of Staatliche Toto-Lotto GmbH Baden-Württemberg

Georg Wacker gives his opinion on the current gaming sector and the challenges faced by lotteries: “As manager of a state-owned company in the gaming sector, the protection of players, youth and consumers is of the utmost importance to me. Gambling is not a consumer service like any other. It carries special risks and dangers. Therefore regulation is needed, but this must also be effectively pursued. We need a social consent about gaming products in Germany – how many, what sort and where they should be offered. As a state-owned operator, we have an interest in clear, comprehensible and practicable rules, which must be obeyed by all participants in the market.’’

‘’During the last 60 years, there has been a state monopoly on lotteries in this country. This model with its orientation towards the common good is tried and trusted. And it is thanks only to this model that problematic gambling in connection with lotteries is hardly an issue. In other sectors of gambling – such as slot-machines – things look decidedly different. We must not allow the sector of lotteries to be commercialised like other sectors. In the end it is society as a whole that carries the cost of addiction, while a few individuals collect the profits. This can be no model for the future. ‘’

‘’Our daily business is influenced by European and international developments in the lottery-sector. By sharing a worldwide network, our company is aware of the latest developments in the lottery-sector. Lotto Baden-Württemberg is a member of The European Lotteries (EL) and the World Lottery Association (WLA). Both organisations provide important international standards for state-lotteries, which demonstrate to consumers that the games we offer are absolutely trustworthy. Certified according to the EL Responsible Gaming Standards, Lotto Baden-Württemberg complies with the highest requirements with regard to responsible gaming. Since 2008, we are also certified according to the WLA Security Control Standard.”

According to Georg Wacker, in a world without State lotteries, “fraudulent use of gaming would increase, a compass for ethical values would no longer exist in this respect, distrust would increase and the money would no longer go to good causes”.
