European Standard on reporting in support of online gambling supervision notes considerable progress

On 12 and 13 September the CEN Working Group drafting the Standard held its two-day meeting in Brussels. The Standard is expected to be put for public comment and a vote by the end of November 2019.

In April 2018 the European Commission made a request to the European Committee for Standardisation (CEN) to develop a European Standard on reporting to the national gambling regulators in support of online gambling supervision. The future Standard is intended to clearly identify the core elements to be reported by the operators and suppliers to their national regulators. CEN accepted the request and established the Technical Committee 456 specifically to be in charge of developing this Standard with the French standardisation body AFNOR (Association française de normalisation) leading its work. Technical Committee 456 is chaired by Christophe Hocman of the French regulatory authority for online gambling (ARJEL), succeeding Claire Pinson who has left ARJEL. To help its work on developing the Standard, Technical Committee 456 established a Working Group.

EL and experts from several members were active participants at the Working Group on 12 and 13 September. Alongside EL, other stakeholder associations participated in the meetings as Liaison Organisations including the ECA (European Casino Association), EGBA (European Gaming and Betting Association, an association of commercial gambling operators) and GSA (Gaming Standards Association).

The draft Standard is expected to be put to ‘CEN Enquiry’ by 28 November 2019. The CEN Enquiry is a process entailing a release of the draft Standard for public comment at national level and a weighted vote. If the results of the Enquiry show approval for the Standard, Technical Committee 456 can decide to publish the Standard.

A Standard is a voluntary tool. If and when this particular Standard is adopted, gambling regulators in the Member States still remain free to choose whether they want to use it or not. Furthermore, any CEN Standard is subject to a review within five years of its publication. A review can result in a confirmation, modification, revision or withdrawal of the standard.

To lead its efforts in the development of this Standard, EL established an interdisciplinary Taskforce in March 2016 dedicated solely to it, pooling the expertise from different fields across the EL membership. EL will continue to actively participate in the development of this Standard to ensure that when it is   finally delivered it is the most balanced one.

La norme européenne sur le rapport en appui du contrôle des jeux de hasard en ligne enregistre des progrès considérables

Les 12 et 13 septembre, l’EL et des experts de plusieurs membres ont participé à la réunion du Groupe de travail du CEN. La norme devrait faire l’objet d’une consultation publique et d’un vote d’ici la fin du mois de novembre.

La future norme est facultative, ce qui signifie que les autorités réglementaires des États membres peuvent choisir de l’utiliser ou non. De plus, dans les cinq ans suivant leur publication, les normes CEN feront l’objet d’un examen qui pourra aboutir à une confirmation, une modification, une révision ou un retrait.

Pour diriger ses efforts dans l’élaboration de la norme, l’EL a constitué en mars 2016 un groupe de travail interdisciplinaire dédié qui regroupe l’expertise de tous ses membres. EL continuera de participer activement à son développement afin d’assurer un équilibre optimal lorsqu’elle sera enfin mise en œuvre.

Los días 12 y 13 de septiembre, EL y expertos de diversos miembros participaron en el encuentro del grupo de trabajo del CEN (Comité Europeo de Normalización). Se espera que la norma se someta a una valoración pública y a votación para finales de noviembre.

La futura norma es voluntaria, lo que significa que los reguladores de los Estados miembros pueden decidir si quieren utilizarla. Además, en el plazo de cinco años desde su publicación, las normas CEN están sujetas a revisión, lo que puede dar como resultado su confirmación, modificación, revisión o retirada.

Para dirigir sus iniciativas en el desarrollo de esta norma, EL estableció en marzo de 2016 un grupo de trabajo interdisciplinario dedicado a la misma, poniendo en común conocimientos de todos los miembros de EL. EL seguirá participando activamente en su desarrollo para asegurarse de que la norma que al final se entrega es la más equilibrada.

Die Europäische Norm zum Meldewesen zur Unterstützung der Online-Glücksspielaufsicht verzeichnet erhebliche Fortschritte

Am 12. und 13. September nahmen EL und Sachverständige mehrerer Mitglieder an der Sitzung der CEN-Arbeitsgruppe teil. Die Norm wird voraussichtlich Ende November zur öffentlichen Stellungnahme und Abstimmung vorgelegt.

Die zukünftige Norm ist rein freiwillig, was bedeutet, dass die Regulierungsbehörden in den jeweiligen Mitgliedstaaten entscheiden können, ob sie diese heranziehen möchten oder nicht. Außerdem werden CEN-Normen innerhalb von fünf Jahren nach ihrer Veröffentlichung einer Überprüfung unterzogen, was zu einer Bestätigung, Änderung, Überarbeitung oder Rücknahme führen kann.

Um seine Bemühungen bei der Entwicklung dieser Norm voranzutreiben, richtete EL im März 2016 eine interdisziplinäre Arbeitsgruppe ein, die Fachwissen aus der gesamten EL-Mitgliedschaft bündelt. EL wird sich weiterhin aktiv an der Entwicklung beteiligen, um sicherzustellen, dass die Norm bei ihrer endgültigen Aushändigung in einer möglichst ausgewogenen Form vorliegt.
