EL/WLA Security & Integrity Seminar – An Umbrella For Success: Organizational Resilience!

Held under the theme of “organizational resilience”, the seminar had three streams: 1. WLA Security Control Standards and Certification with news and reports following the 2016 update, 2. “Tools of the Trade”, 3. Tools from the EL Working Group – AML (anti-money laundering) practices and PDP (personal data protection) practices.

More than 80 delegates from more than 30 Jurisdictions attended the 2017 Seminar which was graciously hosted by Norsk Tipping in Oslo from October 24 to 26, 2017 with a warm welcome given by its Director Åsne Havnelid.

Keynote address was given by Tony Reilly, Group Marketing Director BSI, UK who explored the topic of Organizational Resilience. With sound advice such as “make excellence a habit” and “know what ‘Good’ looks like” he explained the importance of embedding best practices in your organisation … if for no better reason than that it is good corporate strategy.

Terry Rich, President and CEO, Iowa Lottery presented the Lessons to be learned from the Tipton case (issues surrounding the Random Number Generator used for the Hot Picks game). Lotteries must be more vigilant about the whole environment surrounding the RNG process. Change control systems and separation of functions are essential.

Carlos Bachmaier, SELAE, (Interim Chair of WLA Security and Risk Management Committee) and members of the SRMC (Driss Hamdoune, Jean-Jacques Riera, Trond Laupstad and Jan Seuri) made presentations on recent developments and shared experiences of the certification process. Particular mention should be made of the 20th Anniversary of Norske Tipping’s certification.

Nathaniel Pearce (Head of Risk and Assurance) Lotto New Zealand gave a report explaining that they had opted for certification even though they had no pressing need (for instance, participation in multi-jurisdictional game). The process improved security, covered the digital future, increased customer trust and reassured important stakeholders such as government regulator and board of directors.

The cybersecurity team from the SRMC gave excellent papers on the threats from new sources and how to combat them. Updates on the changes to the SCS were given by SRMC members. The importance of endpoint security (Matthias Rieger, Rheinland-Pfalz) and the economically optimal model for information security system (Roger Maleve, Loterie Nationale, Belgium) finished off the first day.

Papers on AML and PDP practices highlighted the importance and urgency required by these initiatives.

The annual compendium of security incidents from around the world, compiled by Gunnar Ewald, was presented by Julio Sanchez (SELAE) and the Austrian approach to the GDPR was explained by Michael Mrak,

There were six excellent presentations from the partner suppliers (Novomatic, Playtech, International Game Technology, INTRALOT, Scientific Games and Kambi) which reassured all of the participants that the suppliers had a strong awareness of, and commitment to, the highest standards and practices in security and integrity of their systems and facilities.

The seminar ended with a “Talk Corner” for the support of the participants.

Following the seminar, there was a workshop on blockchain technologies which was very well supported by the attendees and excellently delivered and coordinated by a team led by Fred Steinmetz (Research Associate, University of Hamburg).

Carlos Bachmaier completed the workshop with details of possible application of blockchain for lotteries.
