Call for global action as Macolin Convention enters into force

The global lottery community (EL-GLMS-WLA) welcomes the entering into force of the ground-breaking Macolin Convention, the only legally binding international treaty promoting global co-operation to tackle the manipulation of sports competitions.

The Convention entered into force thanks to its ratification by Italy, Moldova, Norway, Portugal, Switzerland and Ukraine. Another 32 countries, including Australia, have also signed it. Within 12 months from the 1 September 2019, the CoE needs to set up and convene the Follow-Up Committee. The states that have ratified will be represented in the Committee.

As a vital step in the fight against corruption in sport, now is the time for global action. More countries are urged to sign and ratify the Convention as soon as possible.

Since the conceptualisation and drafting phase of the Convention, EL, GLMS and WLA have fully supported the initiative and assisted the Council of Europe (CoE) in its efforts to promote it and support states with the implementation of its provisions. National lotteries have always been historic partners of sport and EL, as a founding Member of the Global Lottery Monitoring System (GLMS), works to fight against match fixing and to safeguard these values.

EL Secretary General, Arjan van ’t Veer says, “Sharing a strong commitment to values-driven sport, the European Lotteries community is delighted to welcome this development. This Convention is of key importance since – apart from providing clear guidelines on how a state can globally combat this phenomenon – it also delivers for the first time a clear legal basis for the fight against illegal sports betting, which is indispensable for the effective implementation of all provisions of the Convention. We urge more European states to sign and ratify the Convention as soon as possible to protect athletes and society as a whole’’. 

GLMS President, Ludovico Calvi added: “We are delighted to finally see the Convention entering into force. We now need to focus on its implementation as well as the preparation of the activities of the Follow-Up Committee. In the upcoming phase, GLMS is very much looking forward to further supporting the Council of Europe with the promotion of the Convention and all on-going and upcoming relevant work streams, such as the setting-up of the Follow-Up Committee, the initiatives of the Group of Copenhagen and the KCOOS+ project”.

Supporting Ludovico’s statement, Jean-Luc Moner-Banet, Chair of the WLA Sports Betting Integrity Committee said, “This is indeed an historical day for many of us. The Convention will no doubt play a vital role in eradicating match-fixing, a phenomenon that jeopardises the very credibility and inspirational value of sports. On behalf of WLA and its members, I urge states across the globe to proceed with its ratification and the implementation of its provisions. We also call upon states to set up national platforms and take concrete measures against illegal sports betting, as required by the Convention”.

Appel à une mobilisation mondiale pour l’entrée en vigueur de la Convention de Macolin

La communauté mondiale des loteries (EL-GLMS-WLA) se félicite de l’entrée en vigueur de la Convention de Macolin, seul traité international juridiquement contraignant qui encourage la coopération mondiale pour lutter contre la manipulation des compétitions sportives.

La Convention est entrée en vigueur après avoir été ratifiée par l’Italie, la Moldavie, la Norvège, le Portugal, la Suisse et l’Ukraine. Trente-deux autres pays, dont l’Australie, l’ont également signée. Dans les 12 mois suivant le 1er septembre 2019, le Conseil de l’Europe doit mettre en place un comité de suivi et le convoquer. Les États qui ont ratifié la Convention seront représentés au sein du Comité.

L’heure est venue d’agir à l'échelle internationale, étape essentielle dans la lutte contre la corruption dans le monde du sport. D’autres pays sont vivement encouragés à signer la Convention et à la ratifier dès que possible. EL, le GLMS et la WLA ont pleinement soutenu l’initiative depuis sa conception et se réjouissent à la perspective de poursuivre leur action avec le Conseil de l’Europe dans la phase de mise en œuvre de la Convention.


Llamada a la acción global cuando entra en vigor la Convención de Macolin

La comunidad de loterías internacional (EL-GLMS-WLA) recibe de buen gusto la entrada en vigor de la innovadora Convención de Macolin, el único tratado legal internacionalmente vinculante que promueve la cooperación global para abordar la manipulación de las competiciones deportivas.

La Convención entró en vigor gracias a su ratificación por parte de Italia, Moldavia, Noruega, Portugal, Suiza y Ucrania. Otros 32 países, entre ellos Australia, también la han ratificado. En el plazo de 12 meses a partir del 1 de septiembre de 2019, el Consejo de Europa necesita establecer y convocar el Comité de seguimiento. Los estados que hayan ratificado contarán con representación en el Comité.

Como paso vital para la lucha contra la corrupción en el deporte, este es el momento de medidas globales. Se ha urgido a más países para que firmen y ratifiquen la Convención lo antes posible. EL, GLMS y WLA han apoyado plenamente la iniciativa desde su conceptualización, y esperan continuar su trabajo con el Consejo de Europa en la fase de implementación de la Convención.


Aufruf zum globalen Handeln nach dem Inkrafttreten der Macolin-Konvention

Die globale Lotteriegemeinschaft (EL-GLMS-WLA) begrüßt das Inkrafttreten der bahnbrechenden Macolin-Konvention, des einzigen rechtsverbindlichen internationalen Vertrags zur Förderung der globalen Zusammenarbeit bei der Bekämpfung der Manipulation von Sportwettbewerben.

Das Übereinkommen trat dank seiner Ratifizierung durch Italien, die Republik Moldau, Norwegen, Portugal, die Schweiz und die Ukraine in Kraft. Weitere 32 Länder, darunter Australien, haben das Übereinkommen ebenfalls unterzeichnet. Innerhalb von 12 Monaten ab dem 1. September 2019 muss der Europarat den Kontrollausschuss einsetzen und einberufen. Die ratifizierenden Staaten werden in diesem Ausschuss vertreten sein.

Als ein entscheidender Schritt im Kampf gegen Korruption im Sport ist jetzt die Zeit für globales Handeln gekommen. Weitere Länder werden aufgefordert, das Übereinkommen so bald wie möglich zu unterzeichnen und zu ratifizieren. EL, GLMS und WLA haben die Initiative seit ihrer Konzepterstellung uneingeschränkt unterstützt und sehen der Fortsetzung ihrer Arbeit mit dem Europarat in der Durchführungsphase des Übereinkommens freudig entgegen.
